Blockbuster| State Grid’s investment to a new round of rural power grid upgrading engineering totals RMB 522.2 billion

On April 29, the State Grid convened a mobilization TV and teleconference on the implementation of a new round of rural power grid upgrading engineering & the kick-off of the first batch of project. The conference learned and implemented the Party Central Committee and the State Council’s important deployment on rural power grid upgrading engineering and accelerated the promotion of the new round of rural power grid upgrading engineering.

According to the deployment of the State Council, the State Grid Corporation would invest a total of RMB 522.2 billion in the new round of rural power grid upgrading engineering. The overall engineering would be completed in five years. Crucial tasks will be finished this year and next year.

It mainly includes seven aspects:

1. “Every Motor-pumped Well Has Electricity” engineering will make 2.19 million farm irrigation motor-pumped wells connect electricity and complete upgrading by the end of 2017;
2. Small town (central village) power grid transformation and upgrading engineering will complete the task of completing power grid transformation and upgrading in 66,000 small towns (central villages) by the end of 2017;
3. Every village connects dynamic electricity engineering will complete the task of making 26,000 natural villages connect dynamic electricity and 52,000 natural villages that have connected electricity achieve capacity expansion reformation engineering by the end of 2017;
4. Photovoltaic poverty relief project power grid connection project will ensure the company helps the national photovoltaic poverty relief projects in the business area including photovoltaic power stations in five counties to connect grid timely;
5. Equalized rural power grid power supply services in the western and poverty-stricken area; focus on promoting power supply services for key poverty relief and development counties, centralized particular difficulty regions and old revolutionary base areas, try to improve the power supply ability of 553 poor counties, and comprehensively solve the problem of “low voltage” for rural users;
6. Urban and rural power grid in the eastern and central regions will basically realize the goal of urban and rural power grid integration in the “13th Five-year Plan”.
7. Rural power grid construction in Tibet, Xinjiang, Sichuan, Gansu and Qinghai region should especially solve the problem of poor contact of the remaining 14 counties’ power grids with the main grid.

Objective:

By the end of 2020, rural area in the business region of the State Grid Corporation can basically realize complete stable and reliable power supply coverage, with power supply ability and service level remarkably improved, the average rural power outage time shortened to 10.5 hours, comprehensive voltage qualification rate up to 99.45%, distribution transformation capacity per household improved to 2.2 kVA, and proportion of electric energy in rural household consumption greatly improved.

The State Grid is continuing to increase investment to rural power grid all the time. It has completed investment in rural grid for RMV 1026.1 billion accumulatively, and the construction and transformation of 6.97 million km of power supply circuit, 26,800 substations. The aim of “every household connects electricity” is comprehensively achieved within the business area; rural power supply quality is significantly improved; power grid in minority regions and border areas in enhanced; rural electrification level continues to improve; and county company management system is more standardized.

It is foreseeable that the new round of rural power grid upgrading of the State Grid will drive a trillion-level market.
